Higher Education: New Bill Introduced for Strict Title IX Enforcement

A new bill has been introduced to congress last week by Rep. Jackie Speier (D-CA) that is gaining bipartisan support in pushing for stricter enforcement of Title IX protections for students at college campuses nationwide.  The ‘Hold Accountable and Lend Transparency’ Campus Sexual Violence Act (HALT) will provide additional funding to the Department of Education to conduct more thorough investigations of sexual assault allegations, and hold Universities accountable for failing to acknowledge their legal responsibilities in responding to these crimes. Additionally, the Department of Education will be forced to disclose public lists of those Universities failing to comply with the US Education Amendments of 1972, Title IX and the Clery Act.

We have had Title IX in the Higher Education Act for 40 years,” Speier said but new data released states that college sexual assault complaints are up 1000% since 2009.
